PC This can by fixed by typing set dlc1vampirelorddisallow to 0 in the console. The showracemenu face complexion choice applies the selected change, but the choice does. Try Those. You know though, the game makes it VERY CLEAR that the ways to become a Vampire Lord is either through Harkon or Serana, you must have gone through a lot of the game fCsM.
